New Feature - Federation

Servers can now connect to eachother via federation. You can find and listen to music on federated servers via the new discovery feature

Fixes missing p2p binary builds for docker images

The Admin UI has been fixed to allow the discovery engine to be enabled. This change was supposed to be in v6.17 but was left out making the feature hard to setup. Sorry about the incomplete release of v6.17.0

The p2p recommendation feature is now accessible through the Admin UI
