The PowerShell-based fake node was causing process spawn failures on
Windows CI runners. Revert to a pure batch approach that checks %~3
to distinguish batch requests from /me requests.

* fix: use compiled fake-node exe on Windows to avoid batch argument validation

Zig 0.16.0's argvToScriptCommandLineWindows rejects multi-line script
arguments to .cmd/.bat files, causing the API key import test to fail on
Windows CI. Replace the batch-script fake node with a compiled Zig
executable that reads response data from companion .txt files.

On Linux/macOS, keep the existing shell-script approach which works fine.

* fix: use openFileAbsolute for windows fake-node copy

compat_fs.Dir does not expose readFileAlloc. Use File.readToEndAlloc
instead via fs.openFileAbsolute. This matches the public API surface of
compat_fs on both Linux and Windows.

* fix: use CODEX_AUTH_NODE_EXECUTABLE for windows api key fake node

On Windows, the compiled fake-node.exe is used via direct path instead
of PATH-based .cmd discovery, avoiding Zig 0.16's batch-script argument
validation. On Linux/macOS, the shell-script fake node is kept since
execvpe handles scripts with correct shebang lines.

* fix: suppress unused project_root parameter on non-Windows

* fix: use relative path for CODEX_AUTH_NODE_EXECUTABLE on Windows

Relative paths use cwd().access() which works in the test runner context,
unlike accessAbsolute which may fail when the runtime I/O is not initialized.

* fix: skip API-key accounts during CPA export

API-key account snapshots lack the 'tokens.refresh_token' field required
by convertStandardAuthJsonToCpa. Skip such accounts with a warning instead
of aborting the entire export. ChatGPT accounts in the same registry are
still exportable.
