calling ethics

i have a dating ethics question. ive kissed a guy twice and texted him a bit over the last 2 weeks. he said hed call today and didnt (not a big surprise or anything), when is it ok to contact him? (not sure he will call, since hes kindve a local sports celeb and could get laid very easily and i wouldnt do more than kiss). i dont want a boyfriend or anything, i just have fun with him. soooooo when is it ok to text and not come off as a leech/desperate? i usually dont call guys unless they call first so i dont know... thanks! :)
