This page hosts requests for global permissions. To make a request, read the relevant policy (global rollback , global sysop , global rename , …) and make a request below. Explain why membership is needed for that group, and detail prior experience or qualifications.

This is not a vote and any active Wikimedia editor may participate in the discussion.

Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

Global IP block exempt for Jiao Tommy

I am a Chinese Wikipedia editor and a Wikimedia user. I am located in mainland China, where access to some Wikimedia services is restricted by the Great Firewall of China (GFW). Therefore, I sometimes need to use a proxy service to access Wikimedia projects and related services.

My current IP address (141.11.43.220, within 141.11.43.0/24) is currently affected by a global IP block for cross-wiki spam. I am not the intended target of this block, and my Wikimedia account has no connection to the activity that caused the block.

I am requesting a global IP block exemption because I need to access Wikimedia's Phabricator to report a reproducible software bug affecting Suggested Edits on the Chinese Wikipedia. I already have an established Wikimedia account and need to use a proxy to access Wikimedia services because of the network restrictions described above.

I will use the exemption for legitimate Wikimedia editing, maintenance, and technical reporting purposes. Thank you for considering my request. --Jiao Tommy (talk) 23:09, 6 October 2026 (UTC)reply

Not done your account is insufficiently established at this time, additionally - this sort of exemption is for our content projects and doesn't extend to systems like phabricator. API high limit requestor for Ikan

Due to archive.today incident, I've started to replace existing archive[.]today links with web[.]archive[.]org ones, which can be seen in my global edits. Also, I'm not handling this particular task, despite large enough, with bots, as all such links must be reviewed manually by humans, in case it doesn't exist or exist under another URL (redirected) on Internet Archive. This would require me to query lots of data, hence I'm here requesting for the user right. (I talked with EPIC on this issue) --🐠 formerly U.T. 09:36, 17 September 2026 (UTC)reply

Even if this workflow needs human review to process, why should these all need additional editors to review (i.e. to NOT flag them as bot edits)? — xaosflux Talk 18:37, 17 September 2026 (UTC)reply
If we merely search by URL and replace, then there could be some errors: not all data on archive[.]today are also available on web[.]archive[.]org. Let alone, sometimes these sites use different URL schemes. I've encountered multiple such cases, especially on de:. 🐠 formerly U.T. 01:32, 18 September 2026 (UTC)reply
OK, but the intermediate layer (i.e, checking whether there is a web.archive.org equivalent for a certain archive.today link) does not use MediaWiki APIs, right? The "query pages linking to a given website" function in AWB / JWB does use MediaWiki APIs, if I understand correctly? Real-time is preferred (though not strictly required), as pages are constantly updated, I shall update my working list frequently, should someone else has changed, then move on to next one. Oh you're using AWB for this? It may be easier to use the database: mediawikiwiki:Manual:Externallinks_table and I'm a little sceptical about the real-time claim given the natural delay with your workflow. I don't think the lag is going to be significant, and an advantage of using the database is that you can filter by the most recent edit to the page, for instance.
To be clear, this isn't meant to be an oppose; if you want to stick with your existing workflow or don't want to deal with databases, having API high limit requestor will help and I can support it. But for high-volume tasks, database > API in most cases; the exception being when latency is paramount. Leaderboard (talk) 10:08, 18 September 2026 (UTC)reply
Well, I'd really prefer working with page texts, at least now...Seemingly backend database is less intuitive for me. However, I might explore and find better ways for myself on this task: after all, it's a long-running one. 🐠 formerly U.T. 12:54, 18 September 2026 (UTC)reply
On the database point, as Leaderboard said, the replicas are pretty much real-time with production. There can be some lag, but it's usually very low and mostly only happens during peak hours. You can fork and run queries 109406 and 109369, which should help you get the details you're looking to work with. Also, the domain is stored backwards for searching, so archive.is shows up as is.archive. and archive.ph as ph.archive.. Max (talk) 12:33, 18 September 2026 (UTC)reply
+1 per WikiBayer, honestly. I don't think there needs to be a lot of, or even much at all, scrutiny as to the amount of need for this group. The requester has said they need it for a task, so I see no reason to hurdle them. Global CAPTCHA exemptions for Làm Việc Thiện

When I patrol across different Wikipedias, I revert vandalism from edits made by impersonator accounts and LTA accounts that are not automatically confirmed. I am often required to complete a CAPTCHA when making these reverts. Since I am reverting vandalism rather than spam, I would like to request this permission so that I can participate in cross-wiki reversion more conveniently. Have you tried using User:Krinkle/Tools/Global SUL? That should help for wikis that do not require a specific amount of contributions for becoming autoconfirmed. --Ameisenigel (talk) 15:39, 2 October 2026 (UTC)reply

@Max I patrol hundreds of languages using SWViewer every day, so I don’t remember the specific case. Now that I have been granted the permission, I can’t check it again. I hope you understand. I checked several of the projects you recently patrolled, but I couldn't find any where a CAPTCHA was triggered. Maybe I am checking the wrong projects? Since you requested the permission based on that, I would like to hear from you which projects triggered a CAPTCHA. I am asking in good faith, just to understand the need a bit better. @Max I have to enter a CAPTCHA, which is why I requested this permission—to make it easier to revert vandalism. Otherwise, why would I need to request this permission in the first place? I think some projects have stricter requirements for self-confirmed users, which is why I encountered this issue. @Max If I remember correctly, there was a small wiki project where I was required to complete a CAPTCHA and was also blocked by the filter, so I couldn't edit that project and had to report the issue to a GS/R. Làm Việc Thiện (talk) 10:47, 7 October 2026 (UTC)reply
Now that I have access to my computer, I was able to check the logs more thoroughly. I checked all the projects where you have an account and found CAPTCHA triggers only on Nowiki on 22 September, with 7 triggers over about 7 minutes while reverting a single revision. I couldn't find any others, so I'm not sure the statement that you are "often required" to complete a CAPTCHA is quite supported by the logs. I’m not assuming bad faith, and I don't think the stewards did anything wrong in granting the request based on the information available to them at the time. I just wanted to point this out because, from what I can see, the need seems fairly limited, and I'm not sure it would be enough to justify a global exemption. @Max Before my account was unified, I had only unified about 300 accounts starting in 2021. After I joined the Small Wiki Monitoring Team (SWMT), I would use SWViewer to patrol, and whenever I found vandalism, I would check the relevant wiki. The system would then create an account for me on that wiki, and the newly created account would be required to complete a CAPTCHA.
I am requesting this permission because I want to help, not because I intend to vandalize anything. Someone above has already acknowledged that my contributions have been good. Does this permission cause any harm to the system or anything like that? Why make it so difficult for people who are making positive contributions to Wikimedia? Please assume good faith. Nobody is questioning whether you requested this permission in order to help Wikimedia, nor is anyone suggesting that you intend to vandalize anything. Your intention is not the point under discussion; just saying I am requesting this permission because I want to help doesn't address the question. Global CAPTCHA exemptions for Kent Wang

I would like to request global CAPTCHA exemption. I have made 7,227 edits across Wikimedia projects, including 2,193 on English Wikipedia and 3,808 on Commons, and have contributed since 2003.

I upload my own photos to Commons and replace low quality photos with better photos across all language editions of Wikipedia, for example Jerónimos Monastery.

I also use other users' photos, not just my own.

I repeatedly encounter CAPTCHAs which slows me down a lot.

@Kent Wang: have you tried using User:Krinkle/Tools/Global SUL? This tool autocreates an account for you on every wiki; since the default is usually 4 days + 0 edits, that should solve most of the issues you seem to face. //shb (t • c) 22:17, 6 October 2026 (UTC)reply
