NATO Notes #108 : The CAVS Are Coming.

NATO Allies are adopting a common armored vehicle with a host of benefits for all members involved.

NATO'S CAVS program is a common armored vehicle program built around the wheeled 6X6 Patria Armored Fighting Vehicle (AFV) manufactured by Patria of Finland.

The CAVS program is not a top-down mandated NATO program, but rather a cooperative agreement among 7 NATO Allies, spearheaded by Finland and Latvia to produce, use and field a common armored vehicle.

There are several compelling advantages of choosing a common vehicle, in this case the versatile Finish 6X6 Patria wheeled AVF. Agreeing to cooperate on this project has huge benefits for present and future CAVS members. These include:

Joint vehicle development-members get a say in how the vehicle is built, tested and produced.

Common Logistics-Parts, maintenance and support in common drives cost down.

Euro-centered production and Interoperability benefits NATO and protects sovereignty.

The common vehicle, Finland's wheeled Patria 6X6, offers outstanding features like:

Patria 6X6 offers a versatile platform that can be used as an IFV to safely move troops to, from and around the battlefield, but also a command vehicle, and a mortar platform variation to deliver rapid indirect fire and then move quickly or scoot to a different location as the rounds are on their way to target. Another important configuration possible with the Patria 6X6is the medical variation offering CAVS members the ability to treat and evacuate casualties.

Starting in 2020 with Finland and Latvia, the CAVS program now boasts of five other members including Germany, Sweden, Denmark, Norway and the UK.

Orders for the Patria 6X6 are now numbered at 2,000 vehicles, with deliveries on the way. This program for member countries to develop, produce and customize local variants could very well be a model for future European development.
As a note, the CAVS program is open to other Allies who agree to follow the protocols and procedures of the program.

NATOのCAVS（Common Armoured Vehicle System：共通装甲車両システム）プログラムは、フィンランドのパトリア（Patria）社が製造する6輪駆動（6x6）の装甲戦闘車両（AFV）をベースとした、共通装甲車両導入プログラムです。

CAVSプログラムは、NATOがトップダウンで強制するものではなく、フィンランドとラトビアが主導し、7つのNATO加盟国が共通の装甲車両を製造・運用・配備するために結んだ協力協定です。

共通の車両（この場合は、多用途性に優れたフィンランド製6x6パトリア装甲車両）を採用することには、いくつかの大きな利点があります。このプロジェクトでの協力合意は、現在および将来のCAVS加盟国に多大な利益をもたらします。その主な利点は以下の通りです。

車両の共同開発：加盟国は、車両の設計、試験、製造のあり方について意見を反映させることができます。

共通の兵站（ロジスティクス）：部品、整備、支援体制を共通化することで、コストを削減できます。

欧州を中心とした生産と相互運用性：NATOに利益をもたらすと同時に、各国の主権を保護します。

パトリア6x6は多用途なプラットフォームを提供します。兵員を戦場へ安全に輸送・展開・移動させる歩兵戦闘車（IFV）としてだけでなく、指揮車両や、迅速な間接射撃（曲射砲撃）を行う迫撃砲搭載車両としても運用可能です。迫撃砲搭載型では、砲弾が目標に向かっている間に素早く移動（離脱）することができます。また、パトリア6x6の重要な構成の一つとして医療用車両（救急車型）もあり、これにより加盟国は負傷者の治療や後送を行うことが可能になります。

2020年にフィンランドとラトビアで開始されたCAVSプログラムには、現在、ドイツ、スウェーデン、デンマーク、ノルウェー、英国を含む5カ国が新たに参加しています。

パトリア6x6の受注数は2,000両に達しており、現在納入が進められています。加盟国が共同開発・生産を行い、さらに各国独自の仕様（バリエーション）へカスタマイズできるこのプログラムは、将来の欧州における開発モデルとなり得るものです。
なお、CAVSプログラムは、本プログラムの規定や手順に従うことに同意する他のNATO加盟国に対しても門戸が開かれています。
