#E03 FY25 progress report : "Air Mobility Base" in KAGA

Hi, I'm Satoshi Yamauchi, former CDO(Chief Digital Officer) of KAGA city.

Today, we will report on "Air Mobility Base Project in KAGA" in FY25.

Ⅰ. "Air Mobility Base" Project

This project is one of the study of the Kaga City Next-Generation Air Mobility Consortium. It will be developed between two former elementary schools as a pilot flight area and open test course for eVTOLs, aiming to become a research and development hub for next-generation air mobility.

Ⅱ. A comprehensive cooperation agreement with JAXA

A pilot project has been launched in 2025, primarily by Hosei University and a JAXA venture company. Our basic policy is to promote infrastructure development through open innovation.

Trends and needs survey regarding test courses
Environmental assessment and risk assessment before test course construction.
System for operating test courses and managing users, etc.

Ⅲ. Phase 1

ⅰ. Environmental Assessment Framework Development

Developing a fundamental framework for quantitatively and systematically understanding and evaluating the impact on the surrounding environment associated with the introduction of next-generation air mobility.

ⅱ. Evaluation Item Setting

Defining a multifaceted evaluation item, including noise, low-frequency sound, nature ecosystem, landscape, and psychological impact.

ⅲ. Feasibility Assessment Based on Three Pillars

The survey content is systematically organized from three perspectives: Environment, Legal/Regulatory, and Site/Field, clarifying the indicators for business feasibility decisions.

ⅳ. Advanced Noise Simulation

To improve the accuracy of business feasibility decisions, detailed noise simulation analysis is conducted based on assumed aircraft and operating conditions to identify the spatial and temporal impact range.
