Shiohara Worldbuilding｜汐原づくり｜花火大会から海浜公園が生えた話

汐原海上花火大会の記事を書いていた。

最初に考えていたのは、
「海で見る花火」と「高台で見る花火」。

海側では、港や海辺から花火を見る。
高台では、汐高ひまわり畑から花火を見る。

それだけでも十分だったのだけれど、途中でふと思った。

観覧車から花火を見る席があってもいいのでは？

海の近くに大きな観覧車があって、
花火大会の日だけ特別観覧便が出る。
完全予約制で、毎年抽選になる。

そういう場所があったら、きっと地元の人にとっても少し特別な夏の記憶になる。

ただ、観覧車だけをぽんと置くと、汐原の中で少し浮いてしまう。

観覧車はどこに立っているのか。
普段は誰が使うのか。
花火大会以外の日は、そこに何があるのか。
駅前や海浜緑道とはどうつながるのか。

そう考えていくうちに、観覧車の周りには公園が必要になった。

そうして生まれたのが、
汐原ベイテラス海浜公園。

通称、海灯り公園。

園内には、高さ約108mの 海灯り観覧車 が立っている。

ここは遊園地ではない。
公園の中に大きな観覧車がある、海沿いの生活公園。

普段は、散歩やジョギング、犬の散歩、待ち合わせ、芝生広場での休憩に使われている。
しおかぜカフェテラスではアイスやドリンクを買えて、海灯りレストハウスでは食事やお土産も扱う。
外周にはしおかぜ遊歩道があり、芝生広場の奥からは浜辺へ抜けられる。

観覧車に乗る人もいる。
けれど、乗らない人もいる。

下から見上げる。
待ち合わせの目印にする。
夜の灯りを眺める。
芝生広場で海風を受ける。
そういう使われ方ができる場所にしたかった。

夏の汐原海上花火大会の日には、海灯り公園は少し特別な場所になる。

海辺の芝生広場は花火観覧エリアになり、駐車場の一部も臨時観覧エリアとして開放される。
そして、海灯り観覧車では特別観覧便が運行される。
これは完全予約制で、応募多数の場合は抽選。
地元では記念日やプロポーズの特別席としても知られている。

でも、花火大会は夜だけで終わらない。

翌朝には、花火明けクリーンウォーク が行われる。
地元住民、商店街、学生ボランティア、近隣関係者が集まり、前夜に人が集まった芝生広場や駐車場、遊歩道を清掃する。
参加者には飲み物と、海灯り観覧車の無料券が配られる。

花火を見る街ではなく、
花火のあとも暮らしている街。

そこまで考えた時、海灯り公園はただの観覧車置き場ではなくなった。

駅前のShiohara Bay Terraceから海へ抜ける場所。
汐高通りから降りてきた学生が寄る場所。
HUES apartment側から街を歩いてきた人が、海へ向かう途中で通る場所。
海浜緑道やねこ海へ向かうための中継地点。

観覧車があることで、

「観覧車が見える方へ行けば海」

という目印もできた。

こうして、花火大会の記事を書いていたはずなのに、
汐原には観覧車のある海浜公園が生えた。

街づくりは、たぶんこういうものなのだと思う。

何かひとつの景色を置く。
すると、そこへ向かう道が必要になる。
道ができると、休む場所が必要になる。
休む場所ができると、そこに人が来る。
人が来るなら、翌朝に片づける人も必要になる。

汐原ベイテラス海浜公園。
通称、海灯り公園。

花火大会の日だけではなく、
普段の散歩や待ち合わせ、海を見に行く途中にも使われる場所になった。

またひとつ、汐原に生活の場所が増えた。

A Seaside Park Grew Out of a Fireworks Festival

While developing an article about the fictional Shiohara Summer Fireworks Festival, I started thinking about one more way to watch the fireworks:

What if there was a Ferris wheel by the sea?

At first, it was only meant to be a special viewing spot for the fireworks.
But a Ferris wheel cannot simply exist by itself. It needs a place to stand, paths around it, people who use it on ordinary days, and a reason to belong to the city.

That is how Shiohara Bay Terrace Seaside Park was born.

Its local nickname is Umiakari Park, and its landmark is the Umiakari Ferris Wheel, a large Ferris wheel standing inside a quiet seaside public park.

This is not an amusement park.
It is a daily-life park where people walk, jog, rest on the lawn, meet friends, buy ice cream, look out at the sea, and use the Ferris wheel as a familiar landmark.

On the day of the fireworks festival, the park becomes one of the main viewing areas.
The seaside lawn opens as a fireworks viewing space, part of the parking area is used as a temporary viewing zone, and the Ferris wheel operates a special reservation-only viewing service.

But what I like most is that the festival does not end with the fireworks.

The next morning, local residents, shop owners, students, and volunteers gather for a cleanup walk. They collect trash from the lawn, parking area, paths, and seaside routes, returning the park to its ordinary daily state.

In Shiohara, the fireworks festival is not only about the beautiful night.
It also includes the next morning, when the city quietly returns to everyday life.

This is how one idea created another.

A fireworks festival needed a Ferris wheel.
The Ferris wheel needed a park.
The park needed paths, lawns, cafés, benches, parking, and people who would use it even when no event was happening.

That is how a new place grew inside Shiohara.

Shiohara Bay Terrace Seaside Park is now part of the city’s daily landscape — a place for ordinary walks, summer nights, quiet lights, and memories by the sea.
