Welcome. Having spent six years in the Japanese business ecosystem, you’ve likely seen the rigid hierarchies and the "man-month" (人月) obsession that defines the domestic IT industry. We are now at a Strategic Inflection Point. In the West, we discuss AI replacing jobs; in Japan, we must discuss AI replacing entire business models.

The core of our argument today is that both Management Consultants and System Engineers (SEs) are essentially "Proxies of Capability." They exist because the client cannot—or will not—do the work themselves. However, Generative AI has lowered the "Delegation Barrier." If a client can prompt a model to generate a functional requirements document or a React component, the traditional justification for a massive, multi-layered vendor team evaporates. We aren't just looking at an efficiency gain; we are looking at the Decoupling of Value from Headcount.

Japanese corporations are often paralyzed by the "20% Gap"—they know 80% of what needs to be done, but the final 20% involves painful political decisions or "face-saving" maneuvers. The consultant's role is not necessarily to provide "new" ideas, but to provide External Validation. They are paid to say the things that internal employees are too afraid to say to the Managing Director.

AI shifts this. If an AI can provide a "neutral" best-practice benchmark based on global data, the "Black Ship" becomes a digital one. The value of the consultant moves from being the "messenger" to being the "Architect of Consensus." You are no longer selling the slide deck; you are selling the Psychological Safety to proceed with a difficult decision.

Slides 5 and 6 deal with the technical shift. The industry is moving from "Representation" (making things look good) to "Exploration" (finding the right answer).

In the Japanese context, where documentation is often kept in Excel files or "local" PDFs, the biggest hurdle to AI adoption is the Knowledge Silo. This is where RAG (Retrieval-Augmented Generation) becomes the hero. As a speaker, emphasize that "Domain Knowledge" is the only moat left for human professionals.

If you don't understand the specific, convoluted "business logic" of a 50-year-old Japanese manufacturing firm, you cannot write a prompt that yields a useful result. The SE of the future isn't a "coder"; they are a "Domain Explorer." They map the messy reality of human business into a structured format that an LLM can digest. This is the Digital Artifact—the transformation of "tribal knowledge" into "computable data."

You must explain that this model is doomed. We are entering the era of the "Super-Individual"—a single professional who uses AI to perform the work of a Project Manager, a Business Analyst, and a Lead Developer simultaneously.

The economic shift from £250k to £50k isn't just a price cut; it’s a Market Purge. The "Body Shops" (SES companies) that survive by sending 20 mediocre developers to a site will be decimated by "Elite Duos" who deliver the same result in 1/10th of the time using AI-integrated synthesis. For a British professional in Japan, this is your Competitive Edge: Western speed and "Total Engineering" combined with Japanese domain context.

コンサルは、顧客の意思決定などを支援するビジネスです。
SEは、顧客の業務に、IT等を適用してプロセス改善などを支援するビジネスです。

コンサルもSEも、本来、顧客が自分でやれば、十分に、可能です。もともと、顧客に代わって、業務を代替えするサービスです。

コンサルは、顧客が自分では、意思決定できないから、使われる感じです。顧客の中の意思決定のステアリングは、実際は、8割方、意思決定の腹は決まっているのです。が、2割分の課題や抵抗があって、意思決定を先延ばししている感じです。で、その2割分のカベを崩し、ギャップを穴埋めするのに、パワーが必要なのです。

で、コンサルは、外部の知見をもって、組織に対する黒船となるので、意図的に活用される感じです。2000年代から、コンサルの持つ知見は、かなり、オープンにされ、流布されてきました。で、コンサル技法も、ビジネスの現場で活用されています。いわゆるフレームワーク等。

それでも、コンサルは、利用されています。

企業は、自分たちのコンフォート・ゾーンで、自分の今までのビジネス構造で、意思決定をする傾向のため、他人の視点からの提言は、メリットがあるのです。とはいえ、コンサルは、ステアリング側の意図を組んで、プラス・αで、資料を見えるようにするだけだったりします。意思決定の支援で、背中を後押しするレベルなのです。

コンサルの現場も、AIを使うことが前提になってきていますね。生成AIは、司法試験であれば上位10%、センター試験であれば7科目満点を取れる程度の実力です。手下として使えば、ヒト3人分の力があります。

生成AIを、顧客が使えば、良いのですが、
顧客の持つQuery(Prompt)と
コンサルの持つQuery(Prompt)との差異が、埋まるか否かです。

生成AIは、対象のDomain空間を、如何に正しくExplore(探索)するかに尽きます。正しくExploreするには、そのDomainに対する深いDeepなKnowledgeが求められます。Deepな検索を支援するDeep Research等もあり、支援はしてくれます。また、Deep Researchの結果を、10枚くらいのSlideにして分かりやすくしてくれます。ので、コンサルの位置づけは変わっていきます。

生成AIに読ませるための顧客側のデータやRAG用テキストの整備などの支援が主な仕事になりそうです。対象のDomainの深い知識は、実際は、顧客の方が正しく深いのです。コンサルは、今は、そこに、戦略的手法に特化して、顧客の意図の実現を表出化(Represent)する機能に優れていて、活用されています。が、今後は、Representだけではなくと思われます。

コンサルは、例えば、IT系では、
ドットコム・ビジネスとか、シリコンバレーのEntrepreneur思考とか、ユニコーン企業とか、IoTとかDXとか2025年のカベとか、トレンドを作ってははやし立てますが、実際は、さほど、日本の企業を変えていません。日本は、企業の持つビジネスIT資産の蓄積が多く、それを活用できていないのですが、20年以上、なかなか変えられずにいます。

で、SE(システム・エンジニアリング)ですが、これも、コンサルと同等です。

SEは、以下の工程で、顧客をサポートしています。

① RA:Requirement Analysis
② SP:System Planning
③ BD:Basic Design
④ SD:System Design
⑤ DD:Detail Design
⑥ PG/UT:Coding
⑦ IT:Integration
⑧ ST/CT:System and Customer Test
⑨ Migration
⑩ Operation
⑪ Maintainance

すべて、顧客がやれば、良いのですが、開発工程(特に、新規開発)では、どうしても、必要な人的リソースが増えるため、外部要員を使うことになります。また、IT技術の一部は、IT知識に特化した理解が必要で、顧客の企業内で人財育成も含めて、スキルをもった要員を確保できないという問題もあります。

顧客側のシステム部門に、外部SEが支援で、常駐したりして、
顧客の人員の1名に対して、外部SEが10人くらい支援で雇われている感じです。

これは、顧客のシステム部門が持つKnowledge(特に、顧客の特有の業務知識、システム構造)が、RAG化されれば、かなりの効率化が図れます。手を動かして、コードやコンフィグを変える作業は、AIで可能になっていきます。今は、そのコードやコンフィグを変える中で、莫大なダブル・チェック(テスト、検証)を行い、それが人員が多く必要な状況を生み出しています。

顧客によっては、15年以上前の仕組みで、IT環境、開発環境が残っており、効率化がおざなりで、人海戦術を前提に、保守体制がでていたりします。

ITビジネスは、AIによる効率化に適した産業です。すべてのIT成果物が、デジタルなArtifactsであり、最終成果物となるデータ、DB、ソース、コード等は、生成AIが分析することが可能です。

多分、あと、5年で、ITビジネスにおけるシステム・エンジニアの役割は大きく変化すると想定されます。

Ⅱ.システム設計:④+⑧:SD/ST/CT
Ⅲ.実装:⑤~⑦+⑩:DD/PG/UT/IT+Operation
Ⅳ.システム移行:Migration
Ⅴ:システム維持:Maintainance

Ⅲの実装は、80%は、生成AIが行うようになると想定します。ただ、そのためには、生成AIが活用できるようなRAGの構築と、新規開発であれば、生成AIのQuery(Prompt)のベースとなるInput情報(設計情報)を提示することが重要です。

Ⅱのシステム設計は、「Ⅰの要求」と「Ⅲの実装」の間をつなぐ役割です。生成AIが正しい結果を吐き出すように、「Ⅰの要求」を整理していく産業です。これは、生成AIが、こなれてきて、業界のノウハウが精錬されると、50%は生成AIが行うようになります。

Ⅰの要求は、50%は、生成AIが行うようになると想定されます。というか、顧客が80%を行うように変わります。2000年までは、コンピュータ端末が顧客に普及しておらず、末端ユーザは、GUIになれていませんでした。が、今は、ビジネスの場では、誰もが、コンピュータを使い、ビジネスアプリを操作しています。つまり、顧客自身で、要件を明確にして、GUIや必要なデータ構造を整理することは可能なのです。この辺は、一気に、顧客主導に変わると思います。

で、
「Ⅳ.システム移行」、「Ⅴ:システム維持」がSE作業として残りそうです。

「Ⅳ.システム移行」は、既存のAシステムから、次のBシステムへの業務やシステムの移行を支援する業務です。Aシステムを理解して、Bシステム移行するというのは、生成AIのLLMには情報が少ないため、どうしても顧客固有の知識になりそうです。また、移行期間も2カ月とかで行うため、現状のような人海戦術が取られそうです。

「Ⅴ:システム維持」は、システム運用が自動化される中で、かなり楽にはなっていきます。が、顧客のミス操作は固有であり、その中で行うシステム運用上の意思決定も、固有と思われます。なので、維持要員は、残ります。ただ、顧客のシステム部門で行える範囲にもなりそうです。

まとめると、

Ⅰ.要求:①~③:RA-SP-BD=>顧客が90%実施に変わる
Ⅱ.システム設計:④+⑧:SD/ST/CT=>生成AI活用で50%の規模
Ⅲ.実装:⑤~⑦+⑩:DD/PG/UT/IT+Operation=>生成AI活用で20%の規模
Ⅳ.システム移行:Migration=>生成AIは活用されるが残る
Ⅴ:システム維持:Maintainance=>顧客でできる範囲へ

という感じ。

ただ、生成AIで工数が削減できる中で、新たなシステム要件がどんどん、実装されていく(No Coding等も含め)とも想定されます。顧客側が、ITありき、生成AIありきで、内部人材を育成することも進みそうです。

生成AIのコーディング能力、設計能力は、今後も向上していくので、
それは、SEのセンター試験(そんなものはないが)で、7科目、100点を取れる実力です。この生成AIをコーダー、デザイナーとして使いこなす時代になりそうです。

2000年代に中国へのオフシェア等が流行りました。その頃は、中国の人員は、日本のSEの7分の1~10分の1でしたので、使いこなせば、5分の1の値段で、システムができるとされました。が、現実は、そこまで行きませんでした。

2025年以降、生成AIに、仕事を任せると、時間数等も含めて、5分の1の工数で、システムができるようになります。つまり、今は、5000万円で、40人月でやっている仕事が、1000万円で、8人月(SE2名✕4カ月)で、できていくでしょう。

ただ、そのためには、トータルなIT技術を持つ人材である必要があります。
少なくても、上記のⅠーⅡーⅢを一人でこなせる実力が求められます。それ以外のSEは淘汰されていくと思われます。まぁ、ビジネス構造は、変化に10年かかるとは思います。

また、このような生成AIをベースにしたシステムが普及するには、既存の顧客のシステムが、生成AIによる開発、保守に適正したシステム構造に変わる必要があります。具体的には、システムの疎結合、サブシステム、モジュール、サービス分割です。日本の顧客のシステムは、システムが疎結合ではなく、また、モジュールがブラックボックス化したメンテナンスに向かないモノだったりします。今は、想定通り動いているので、いじれないのです
