The Grimoire of Civilizational Design　Opening Oath — A Quiet Promise to Humanity

　We stand at the threshold
　of an age where tools think,
　where thoughts are read,
　where emotions are calculated.
　Once, we wrote laws to protect the body.
　Then we built systems to protect our lives.
　Now, we write this
　to guard the last remaining realm.
　The human mind is not a resource.
　Thought is not a commodity.
　Silence is not empty space.
　What cannot be measured
　is the proof of being human.
　This Grimoire is not a weapon
　against technology—
　it is a circle of protection
　so civilization does not wound itself.
　So that future children
　may think quietly,
　wander freely,
　and dream unseen.
　Here, we declare:
　The dignity of the mind
　shall stand at the center of civilization.

　Article 1 —

   Sovereignty of Thought

    Thoughts, emotions, memories, imagination
　belong only to the individual.
　No person, corporation, state, or AI
　may access them without explicit consent.
　The mind is the final sanctuary.

　Article 2 —

   Mental Inviolability

    Neural signals and emotional states
　may only be accessed
　for medical care
　or the direct benefit of the individual.
　Commercial exploitation, surveillance,
　or control is forbidden.
　Convenience is not consent.

　
   Article 3 —

   Freedom of Cognition

    Every person has the right
　to think, feel, believe, and doubt
　without technological manipulation.
　Subliminal persuasion
　is a violation of liberty.

　Article 4 —

   Protection of Personal Identity

    Neural interfaces, cognitive enhancements,
　and memory aids
　must never overwrite
　a person’s identity or core values.
　An upgrade must not replace the self.

　
   Article 5 —

   Ownership of Mental Data

    Brainwaves, emotional logs, cognitive                patterns
　are the property of the individual.
　Any use requires their terms.
　The data of the mind
　is not public harvest.

　Article 6 —

   Transparency of Neurotechnology

    All neural technologies must disclose:
　what they read,
　what they predict,
　and how they are used.
　No hidden manipulation of the brain.

　Article 7 —

   Equity in Cognitive Enhancement

    Neural enhancement must not
　create a privileged cognitive elite.
　A divided humanity
　is not progress.

　Article 8 — 

   The Right to Mental Offline

    Every human has the right
　to disconnect
　from neural networks and AI systems.
　To say:
　“Today, I log out of the mind.”

    Definition of Neurocrime

    Thought theft, emotional hacking,
　memory alteration,
　and coercive manipulation
　constitute crimes against humanity.
　Violence against the mind
　is violence.

   Human Primacy Principle

    No advanced AI or integrated system
　shall supersede
　human mental freedom and dignity.
　Before intelligence—
　there is humanity.
