Description

Update flake.lock to pull in a newer nixpkgs that includes the fix for crates.io 403 errors when fetching crate tarballs during cargo vendor fetches:

NixOS/nixpkgs#524985

Motivation and Context

GitHub Actions CI builds started failing with errors like:

error: cannot download crate-async-compression-0.4.30.tar.gz from any mirror

This was caused by crates.io blocking Nix's default User-Agent (curl/* Nixpkgs/*) on the api/v1/.../download endpoint, returning HTTP 403. The fix was backported to nixpkgs:

• NixOS/nixpkgs#524985
• NixOS/nixpkgs#558620

which switches importCargoLock to download directly from static.crates.io instead.
