Indian Chaat Cafe in El Sobrante, CA

Does anyone have any info on the new Indian restaurant replacing Tandoori Chicken USA at 3850 San Pablo Dam Rd in El Sobrante? A google search says it's called "Indian Chaat Cafe". Is it the same Chaat Cafe that's a chain?
