Internet censorship is the deliberate blocking, filtering, or restriction of online content, services, or communication by a government, ISP, institution, or platform. It ranges from blocking a single website to shutting down mobile data across an entire country during a protest. According to Freedom House's Freedom on the Net 2025 report, global internet freedom declined for the 15th consecutive year running, with 27 of the 72 countries assessed — representing 89% of the world's internet users — scoring worse than the year before, while only 17 improved. China and Myanmar tied for the lowest score in the 2025 index, at 9 out of 100.

How does internet censorship actually work?

Deep packet inspection (DPI) analyzes the actual content and metadata of network traffic in real time, allowing a filter to identify and block specific protocols, keywords, or traffic patterns — including, in more advanced deployments, the encrypted handshake patterns that some VPN protocols produce, which is why VPN effectiveness varies significantly by country and protocol.
