2,000 Foreign Workers Checked, 39 Caught For Working Illegally as Operation X Ray in Phuket Heats Up

Authorities in Phuket have launched a sweeping operation to combat illegal immigration and unauthorized employment by deploying police, immigration officers, and labor officials across the island in what is being described as a full-scale “X-ray” of the province.

Led by Deputy Governor Khetarat Chansilp, Provincial Police Commander Pol. Maj. Gen. Sinlert Sukhum, and Deputy Director of the Internal Security Operations Command (ISOC) Phuket Rear Adm. Praphan Srivipa, the campaign is to dismantle illegal labor networks, eliminate “nominee” businesses, and protect jobs reserved for Thai nationals.

On the first day of inspections, more than 2,000 individuals were screened, including workers from South Asian countries. Officials reported 39 violations, ranging from unauthorized employment to immigration offenses.

In response to public complaints, teams descended on Malin Plaza, SB Night Market, and Patong Beach, where locals alleged that foreign nationals resembling South Asian workers were openly selling goods. The surprise visits revealed shuttered stalls and absent vendors, with most remaining sellers identified as Thai. Authorities confirmed that non-Thai workers found in violation were detained and prosecuted.

The crackdown also extended to construction sites. On June 23rd, officials raided a project in Chalong, arresting 18 Chinese nationals and 4 Myanmar workers. Investigators noted unusual patterns, including Chinese engineers supervising projects and imported materials dominating the site. This prompted concerns over a new phenomenon dubbed “Coin Center Construction” – projects allegedly run almost entirely with Chinese labor and resources, raising suspicions of nominee operations.

Deputy Governor Khetarat stated that the campaign is part of the “Phuket Model”, a province-wide initiative to enforce labor laws and immigration controls. “We will X-ray every district and police jurisdiction. The goal is to eradicate illegal practices and protect Thai livelihoods,” he said.

Police Commander Sinlert added that Phuket hosts approximately 140,000 migrant workers, with over 2,000 foreigners arrested since October 2025 for offenses ranging from illegal employment to drug-related crimes and traffic violations. He stressed that enforcement will continue daily, not as a one-off effort and that migrant workers with proper work permits following the law and the conditions of their work permit were in no danger.

Authorities urged the public to report suspicious activities, pledging swift investigation and sustained action. “Phuket will not turn a blind eye,” Khetarat declared. “We are committed to protecting the province from unlawful practices and ensuring fairness for Thai workers.”
