Copeland, now acting mayor, expresses regret at Russian Signs Record Deal MOSCOW (UPI) - The Soviet Union yesterday signed its biggest dollar contract in history with an American company in a sharp boost to U.S.-Soviet trade just a week before President Nixon's scheduled visit. The $200 million contract calls for Chemical Construction Corp. (Chemico) of New York to build four ammonia plants over the next four years. A Tampa Fire Rescue Squad unit arrived at the Sheraton at 12:43 p.m., about three minutes after receiving the call, and found Cheney receiving first aid from two contractors. Rescue workers spent 40 minutes trying to revive the stricken mayor, administering pulmonary resuscitation, drugs, intervenous fluids and electrical shock. Referring to Cheney's condition at the scene, Fire Rescue Chief R. D. Boone said, "He was clinically dead, but of course we couldn't (officially) say that ... he did respond to some treatment."
