I Third TV Permit Asked for Billings Two more applications for television stations in Billings have been filed with the Federal Communications Commission in Washington, D.C., it was learned Thursday. C. L. Crist, president of the Montana Network, which includes radio station KOOK, announced that his company has asked for assignment to channel 2, making the third request on that channel for Billings. Robert S. Howard, executive of several mountain states newspapers and radio stations, said in Pocatello he has filed as an individual for a TV station on channel 2, one of two allocated by the FCC to Billings. He is publisher of the Idaho State Journal at Pocatello, a Scripps League unit, president of the Herald-Journal at Logan, Utah, and the Interlake Publishing Co. at Kalispell and radio station KJRL in Pocatello, all Scripps League operations. Associated with Howard in the Billings application is R. G. Hemingway, vice president of the Idaho Bank & Trust Co. of Pocatello. Howard said he asked the permit here because Montana is a "coming area." The first TV permit for Billings was filed Nov. 21 by M. B. Rudman and Albert Hayutin, independent oil operators, as the RudmanHayutin Television Co. Crist said Wednesday his company took an option on a site for a TV station nearly two years ago. Crist said the proposed studio and transmitter would be near the state highway patrol tower two miles east of Billings on Coburn hill. Walter E. Schott of Cincinnati, who recently purchased the Northwestern Auto Supply Co., said Saturday as president of the company that an interest in television influenced purchase of station KGHL, and that the station would apply for a permit "at the proper time."
