Fees shall be assessed in accordance with the provisions of this article or shall be as set forth in the fee schedule adopted by the city.

The fee for each permit shall be as set forth herein. The determination of value or valuation under any of the provisions of this code shall be made by the building official. The value to be used in computing the building permit and building plan review fees shall be the total value for all construction work for which the permit is issued as well as all finish work, painting, roofing, plumbing, electrical, mechanical, heating, air conditioning, gas systems and any permanent equipment.

Whenever any work for which a permit is required by this code is started without first obtaining said permit, a special investigation shall be made before a permit may be issued. An investigation fee, in addition to the permit, is issued. The investigation fee shall be equal to the amount of the permit fee required by this code. The minimum investigation fee shall be the same as the minimum permit fee set forth in this code. Payment of these fees shall not relieve any person from duly complying with the requirements of the city’s building code or its ordinances in the execution of the work nor from any other penalties prescribed herein.

(a)
The building official may authorize the refunding of any fee paid hereunder which was erroneously paid or collected if such fee had been paid or collected due to an error by one or more city employees. This provision shall not be applicable if the error occurred due to incorrect information provided by the applicant or his/her agent. The building official may authorize the refunding of not more than ninety percent (90%) of the amount in excess of the minimum fee of the permit fee paid when no work has been done under a permit issued in accordance with this code. If work has been done under the permit, no refund may be authorized.
(b)
The building official shall not authorize the refunding of any fee paid except on written application filed by the original permittee not later than 180 days after the fee payment has been made.

An administrative fee of $5.00 shall be charged upon the preparation of each permit or license issued by the city. This fee shall apply regardless of whether the permit or license is issued pursuant to this code or the city’s code or ordinances. Said fee shall be payable in addition to all other applicable fees for the permit or license. This fee shall not be refundable.

If the fee or fees imposed for any single permit, which is issued by the city under this code or the city’s code or ordinances, do not total more than $10.00 then the minimum permit fee of $10.00 shall be charged for the permit. The minimum permit fee shall not be applicable if no other fee is provided by law for the permit. The administrative fee shall be payable in addition to the minimum permit fee.

A fee of $35.00 shall be charged for each certificate of occupancy or compliance issued for a new building or structure. A fee of $25.00 shall be charged for each temporary certificate of occupancy issued. For any converted building or structure for which a certificate of occupancy or compliance is issued, a fee of $35.00 shall be charged for the certificate issued.

If it becomes necessary to reinspect any work because of faulty material or workmanship or incomplete work, the permittee shall pay a fee of $25.00 for each reinspection, except where a greater fee is specifically required under this code.

For the moving of any building or structure, the minimum fee shall be $50.00.

Excavation Permit.
Excavation permits (other than those covered by building permit), $20.00.

Sidewalks, Driveways, Culverts, Curbs, and Gutters.
(1)
Sidewalks for first 100 linear feet, $20.00; for each additional 100 feet or part thereof, $12.00.
(2)
Driveway, $20.00.
(3)
Culvert pipes (not used for driveways): for first 100 linear feet, $20.00; for each additional 100 feet or part thereof, $12.50.
(4)
Curbs and Gutters: For first 100 linear feet, $20.00; for each additional 100 feet or part thereof, $5.00.
(f)
Parking Lots and Paved Areas.
Permit fees for parking lots and paved areas (uncovered) shall be as follows: For first 1000 square feet or fraction thereof, $25.00.

When a valuation of the proposed construction exceeds $1,000.00 and a plan is required to be submitted, a plan-checking fee shall be paid at the time of submitting plans and specifications for checking. Said plan-checking fee shall be equal to one-half of the building permit fee.

Opening in street (street cut), for purposes of connection with utilities, $20.00.

Gas permit and inspection (1-3 openings), $10.00; additional gas openings, each, $20.00.

Commercial dryers (gas-fired), $20.00.

Plumbing fixtures, each, $3.00.

Warm-air circulators (non-duct), each, $5.00.

Ground in plumbing for shell building, 3,000 square feet floor area or less (minimum), $25.00; thereafter each additional 1,000 square feet or fraction thereof, $10.00.

The following is a schedule of the permit and inspection fees as required by the city’s electrical code:
(1)
Temporary meter and pole, $15.00.
(3)
Panels with eight or more circuits (each), $5.00.
(4)
Outlets (each), $0.25. (All light switch and receptacle openings and bell ringing transformers are classed as outlets.)
(5)
Fixtures (each), $0.25. (Any current-consuming device permanently attached to an outlet for illuminating purposes shall be classed as a fixture.)
(7)
Motors, permanently installed (each) up to and including 1 hp, $2.00; over 1 hp through and including 10 hp, $5.00. Motor control equipment is included in motor fees. When future motor outlets are installed they shall be charged for at one-half of the regular motor rates applying. The other one-half shall be paid at the time the motors are installed.
(8)
Permanent connections of electrical appliances, equipment and transformers of any nature, unless another fee is specified for the apparatus to be installed in this section, the fee shall be based upon the kw rating of the apparatus. Each kw shall be considered to be one hp and the fees shall be the same as indicated for motors permanently installed above.

(a)
General.
Fees for permits and inspections for the installation, alteration and inspection of heating, ventilating, air-conditioning and refrigeration systems shall be as follows:
(1)
The fee for ventilating (other than air-conditioning systems) and heating systems (other than boilers) shall be 1 percent of valuation plus $15.00. The minimum permit fee shall be $25.00.
(2)
The fee for any repairs or alterations (including cooling tower replacement) to an existing heating, ventilating, air-conditioning and refrigeration system shall be 1 percent of the value of the repairs or alterations plus $15.00.
(3)
The fee for all air-handling and duct systems for air-conditioning in buildings that have heating and/or cooling fluid from an external source shall be $2.50 per ton (based on 400 CFM capacity per ton) plus $25.00. Where air-conditioning systems include ventilation over 2000 CFM, the permit and inspection fees shall be included in the tonnage fee at no extra cost, provided such ventilation is included on the original permit application.
(4)
The fee for a complete air-conditioning system where the cooling equipment, the air-handling equipment and duct system are in the same building shall be $5.00 per ton of refrigeration or horsepower plus $25.00. Where air-conditioning systems include ventilation over 2000 CFM and heating (except boilers), the permit and inspection fees shall be included in the tonnage or horsepower fee at no extra cost, provided such ventilation and heating is included on the original permit application.
(5)
The fee for commercial, manufacturing and industrial process refrigeration systems shall be $5.00 per ton of refrigeration or horsepower plus $25.00.
(6)
Except for R-3 Occupancies, buildings using self-contained air-conditioning units shall be charged at $5.00 per ton or horsepower of all self-contained air-conditioning units in the building.

The city, any county government situated within the corporate limits of the city, the state, and the United States Government are hereby exempted from the payment of the permit fees herein required. Only such construction as is owned, operated and maintained by said government agencies shall be exempted from payment of such permit fees.

Within this code when reference is made to certain official(s) named therein, that designated official of the city, who has duties corresponding to those of the named official in said code shall be deemed to be the responsible official insofar as enforcing the provisions of said code are concerned.

Any person, firm or corporation or agent who shall violate a provision of this code or fail to comply therewith or with any of the provisions thereof, or violate a detailed statement or plans submitted and approved thereunder shall be guilty of a misdemeanor. Each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this code is committed or continued, and upon conviction in the court of jurisdiction for any such violation, such person shall be punished by a fine in accordance with the general penalty provision set forth in Section 1.109 of this code.
