All persons who serve as a juror for the city shall be entitled to be paid a fee of five dollars ($5.00) per day out of the city treasury.

(a) 
It is a crime to fail to appear in the municipal court of the city after being duly cited to appear on a certain day.
(b) 
A person found guilty of “failing to appear” may be required to pay a fine of up to $100.00.
