All landowners shall be held accountable for water bills issued by the city for use on property located within the incorporated of limits of the city.

At any time a water bill becomes more than 2 months delinquent, service is subject to be terminated upon submitting one (1) written notice to said landowner(s) at his/her last known address.

(a) 
Any owner of any lot or lots within the incorporated limits of the city who requires tenants to pay utility bills must make available to the tenant a copy of the utility bill as provided by the utility company showing the amount owed for services on the unit occupied by the tenant.
(b) 
It is further required that such copy of utility bill be made available to the tenant for his inspection and review prior to the date upon which payment is due the landowner.

A deposit of $50.00 is required on all new accounts before utility service is commenced.

(a) 
All bills for utility service will be mailed from the city during the first five days of the month, holidays and exigencies excepted.
(b) 
Adjustments will be made, in cases of error, by the city secretary assigned to utility bills. When conflicts are unresolved, the citizen or city secretary will present them to the mayor for resolution. If further conflict exists, the citizen or mayor will present the conflict to the council for final resolution.
(c) 
If bills are not paid by the 16th day of the month, a $10.00 (ten dollar) penalty will be added, per month, on each 16th day to accumulate until the entire bill and penalty are paid in total.
(d) 
If bills are not paid by the 26th day of the month, holidays excepted, service will be disconnected for nonpayment. A fee of $25.00 will be charged for reconnect fee. The reconnect fee is to be paid in addition to the past due amount plus penalty.
(e) 
After repeated nonpayment and collection difficulties, at the city’s discretion, the $50.00 deposit will be applied to the citizen’s utility service bill and an additional $100.00 will be required before service is continued.
(f) 
If service is disconnected for nonpayment and the customer turns the service back on without paying the past due utility bill, penalty and reconnect fees, the meters will be removed and a $50.00 charge will be assessed. The original deposit could also be forfeited, at the discretion of the city, and legal fees, if any, will be charged to the citizen.
(g) 
Citizens paying utility bills may pay either in person or by mail. If payment is made by mail, the citizen will return the appropriate portion of the bill so that each utility account can be accurately credited.
