It was launched on the USSF-106 mission on a Vulcan Centaur VC4S.
Another similar propulsive ESPA, USA 584, was launched on the on the USSF-87 mission on a Vulcan Centaur VC4S. It has been reported to be a prototype of a highly maneuverable satellite.
