There is currently one opening on the City of Albia’s Library Board. The city is looking for any person interested in filling this position. This is a voluntary position and there is no compensation.
The duties are listed below per Albia City Ordinance:
Library Board – 6-year term of service.
Must be a City Resident and be 18 years old.
Mayor appoints 5 members, Monroe County appoints 4 members.
(total 9 member board).
POWERS AND DUTIES. The Board shall have and exercise the following powers and duties:
- Officers. To meet and elect from its members a President, a secretary, and such other officers as it deems necessary.
- Physical Plant. To have charge, control and supervision of the library, its appurtenances, fixtures and rooms containing the same.
- Charge of Affairs. To direct and control all affairs of the library.
- Hiring of Personnel. To employ a librarian and authorize the librarian to employ such assistants and employees as may be necessary and fix their compensation.
- Removal of Personnel. To remove the librarian and provide procedure for the removal of the assistants or employees.
- Purchases. To select, or authorize the librarian to select, and make purchases of books, pamphlet, magazines, periodicals, papers, maps, journals, other Library materials, furniture, fixtures, stationery and supplies for the library.
- Use by non-Residents. To authorize the use of the library by non- residents of the City or County.
- Rules and Regulations. To make and adopt, amend, modify, or repeal rules and regulations, for the care, use, government and management of the library and the business of the Board, fixing and enforcing penalties for violations.
- Expenditures. To have exclusive control of the expenditure of all funds allocated for library purposes by the Council.
- Gifts. To accept gifts of real property, personal property, or mixed property, and devices and bequests including trust funds.
- Enforce the Performance of Conditions on Gifts.
- Record of proceedings. To keep a record of proceedings.
- County Historical Association. To have authority to make agreements with the local County historical association where such exists, and to set apart the necessary room and to care for such articles as may come into the possession of the association.
The Board shall have power to contract with other libraries. Such a contract may be terminated at any time by mutual consent of the contracting parties.
The Board may authorize the use of the library by persons not residents of the City or County.
All money appropriated by the Council for the operation and maintenance of the library shall be set aside in an account for the library. Expenditures shall be paid for only on order of the Board, signed by its President and Secretary.
The Board shall make a report to the Council and the County Board of Supervisors immediately after the close of the fiscal year.
Fireworks. The following section relates to the use of fireworks within the city limits. The use of fireworks by individuals is limited to specific dates and times:
Fireworks may be used by individuals on July 3rd and 4th only.
On July 3rd fireworks may be used from 9:00 a.m. to 10:00 p.m.
On July 4th fireworks may be used from 9:00 a.m. to 11:00 p.m.
The use of fireworks by individuals is limited to their use on private property with the express consent of the owner of said property and cannot be used in a way the fireworks would leave the boundaries of the property. Fireworks must be detonated 200 feet from any building. Fines will be assessed to the property owner.

Chariton Valley Regional Housing Trust Fund
Chariton Valley Regional Housing Trust Fund provides safe and affordable housing to low and moderate income residents located in Appanoose, Lucas, Monroe and Wayne Counties in Iowa. Our purpose is to improve housing by providing grants or loans for home improvements, repairs, or removal of blighted materials(demolition).
Any homeowner living in Appanoose, Lucas, Monroe, or Wayne counties may qualify for a grant or loan depending on income. Maximum assistance for a grant or loan is $12,000 per household.
Repairs eligible for assistance but not limited to: Roofs, windows, siding, handicapped accessibility, electrical updates, insulation, furnace replacements, painting, demolition, plumbing repairs, porch removal or repair, septic tank/sewer improvements, hot water heater replacement.

Dear Landlords,
Rental inspections will be restarting for the city of Albia. Registration forms can be picked up at city hall. Upon registering, landlords will be mailed the current inspection check list to help prepare for inspection. Landlords not registered will be in violation of Albia city code chapter 88 section 88.03 Property Maintenance code 2021. Failure to comply with Albia city code chapter 88 can be subject to fines and or denial of rental permit within the city of Albia.
Tenants with questions, contact your landlord for inspection date and inspection check list. Tenants can also call city hall to confirm unit has been registered with the City of Albia.

Parking of Trailers and Recreational Vehicles:
We’ve had several questions lately asking if trailers or campers are allowed to be parked in driveways, the short answer is most of the time they are not.
Trailers and Recreation Vehicles (Campers, RV’s, boats, etc…) can only be parked or stored in back of your house. They are only allowed to be parked in the front of your house for a maximum of 48 hours for loading, unloading and cleaning purposes and cannot be parked in the street.
If you don’t have access to your rear yard you may request an exemption from the city council.

Meeting dates can change due to holidays or unforeseen circumstances

If a citizen is not placed on the agenda to address the Council no comment is allowed.
Brick the Pool
The city of Albia will be selling bricks that will be placed on the island in front of the pool. Each brick will cost $50.00. The bricks can be inscribed following the directions below. The proceeds from the selling of the bricks will be used to beautify our pool. We will be selling the bricks until all of them are gone. The bricks will be placed next spring for your viewing. You can purchase your brick at City Hall.
Directions for inscription:
- Each brick can have 3 lines of inscription
- Each line can only have 12 letters including spaces.
- Lettering will be in all capitals.

- Layout will be at the discretion of the inscriber.
