Fixes #1417
Summary
The idle Linux host no longer runs pactl and nvidia-smi on every poll: volume reads reuse the pactl listing while pactl subscribe runs, and GPU usage comes from NVML in-process. The generated localization catalog is now filled through small methods, which removes a native memory peak of about 500 MB from JIT-compiling one huge method.
Testing
Full build passes with -warnaserror; new tests cover the pactl cache, the NVML fallback and the generated catalog. On a Release linux-x64 publish: pactl runs 64 to 4 per minute, nvidia-smi 20 to 0, RSS 677 to 358 MB, volume and GPU variables still update. The ADB device tests and two display tests also fail on main on this machine. Not covered: the unconfirmed 4.5 GB report in the comments.
