MAJOR — Regenerate the affected stock-render goldens
This digest change alters 010-gke-nccl-tcpxo/templates/nccl-tcpxo-installer.yaml and checksums.txt for both h100-gke-cos-training-kubeflow and h100-gke-cos-training-slurm, but this PR does not update those checked-in outputs. At this exact head, go test -count=1 -run '^TestStockRenderParityGolden$' ./pkg/bundler fails for all four files.
Minimum correction: regenerate and inspect the two affected stock-render golden bundles, commit the updated manifests and checksums, and rerun the parity test.

This PR moves the gke-nccl-tcpxo installer to ubuntu:26.04@sha256:da6fc2be but left docs/user/container-images.md naming the old 9559ceb7 digest, so merging it would have put a stale BOM on main. Regenerated with `make bom-docs`. Two of the three changed lines are not this PR's. #2932 bumped the busybox digest in the gpu-operator and network-operator manifests to cac8f90b without updating the BOM, and main has carried the stale dc2d74b2 entry since. It merged one commit before #2927 widened the bom-freshness path filter to cover component manifests, so it went through the exact gap #2919 describes. Those lines arrived here through a merge from main. They cannot be split off: bom-freshness regenerates the whole file and compares, so an ubuntu-only change would still fail on the busybox lines.
