feat(recipes): add k8s-aibom GKE opt-in and upgrade to v1.5.1 - #2976

--runtime-inventory enabled now grants k8s-aibom on any GKE recipe that neither declares nor declines it, confirms it where already declared, and is rejected over an explicit decline on any service; disabled is unchanged. Document the behavior in the CLI reference and rewrite the component catalog's k8s-aibom section for the v1.3.0 -> v1.5.1 pin bump and the widened GKE-scoped adoption, including the dynamo exclusion and its reason and the AIBOMControllerConfig apiVersion rendering change. …vidence Executed the 1.3.0 -> 1.5.1 boundary on a live GKE cluster and three claims in the record turned out wrong. The apply-new-crds step was unconditional for helmfile. Measured, a default-values bump upgrades cleanly against stale v1.3.0 CRDs on every deployer; only setting config.verification breaks it. The step is now conditional. The verify-crd-update step asserted storedVersions == v1beta1, which reads v1beta1 in both the clean and the stranded case and so cannot tell them apart. It now checks for the spec.verification field the v1.5.1 schema adds. component-catalog.md carried the same mistake, presenting the storage-version assertion as the thing that catches a missed CRD step. The verdict stays manual, but not for the reason the record gave. safe forbids steps and real steps exist, so live evidence was never what was holding it back. Also records the measured failure mode: helm aborts while building the server-side-apply patch, after the Deployment has already advanced to the v1.5.1 image. Not silent pruning, which was the hypothesis worth ruling out. Signed-off-by: Mark Chmarny <mark@chmarny.com>

…ider A pre-open self-review found the grant path shipped a granted k8s-aibom with no deployment-validation asserts. grantRuntimeInventoryComponent defaulted the ref with the per-ref ApplyRegistryDefaults, which does not hydrate healthCheck.assertFile -- and the deployment validator skips a component that carries no asserts rather than failing it, so the controller being down would have passed validation silently. Route through the package-level applyRegistryDefaults(provider, ...) instead, which hydrates and, in the same edit, reads the bound DataProvider so a --data registry override of the component is no longer discarded. Add a regression test asserting a granted ref carries the same healthCheckAsserts as a declaring one, byte-for-byte; it fails (0 vs 9139 bytes) against the old per-ref form and passes only with the fix. Also from the review: name the service in the off-GKE rejection so a typo'd --service points at the service rather than a missing declaration; propagate the registry-load error code instead of flattening it to Internal; correct the public SDK godoc, the catalog docs, and several health-check and upgrade-record comments that the widened scope or the live GKE run had left stale. Regenerate the catalog-parity golden for the edited assert content. Signed-off-by: Mark Chmarny <mark@chmarny.com>

The deployer table said helmfile's manual CRD step is needed "Always", which reads against the k8s-aibom record added in this PR, where the step is needed only when the upgrade also sets config.verification. An operator reading both could reasonably conclude the guidance is broken. Keep the conservative default rather than weakening it: helmfile never updates CRDs, so the deployer can never narrow the step, and only a per-transition ADR-021 record can. Applying already-current CRDs is harmless; skipping a needed apply fails the release after the workload has already rolled, so the ambiguity is resolved toward the safe direction. Thanks — two of the three points are actionable, one I'm pushing back on. Also flagging that the review above ran against Conflicting upgrade instructions — fixed in You were right, and it was a real contradiction rather than a wording nit. The deployer table at I resolved it toward the conservative side rather than weakening the table, because the two errors are not symmetric:
So the table now reads "Assume yes — see note below", and the note states the actual rule: helmfile never updates CRDs, so the deployer can never narrow the step; only a per-transition ADR-021 record can. The k8s-aibom v1.3.0 → v1.5.1 bump is named as a case that genuinely does not need it at default values. That specific claim is measured, not inferred — a default-values upgrade against stale v1.3.0 CRDs came up ADR-019 amendment — deliberately not doing this. This is a repo convention rather than an oversight. ADRs here are point-in-time records of what was decided and when; amending one to match current thinking hides that the thinking moved. The maintainer confirmed this explicitly for this PR. The superseding decision is recorded in the PR description under "What this supersedes, and why there is no ADR amendment", and the code comments that cited ADR-019's single-recipe scope as current were corrected to name #2962 as the superseding decision while still citing ADR-019 as the origin. Qualification evidence for the expanded scope — already in the PR description. Specifically: all 8 grantable GKE leaf recipes × 4 deployers = 32/32 bundles, each carrying only the qualified digest; all 8 pass One limit stated plainly rather than papered over: that envelope confirms v1.5.1 did not regress the floor, but it does not re-establish the 1,001-workload ceiling, which has only ever been measured on v1.3.0. |

Three issues. The first should be fixed before merge.
The GKE grant adds k8s-aibom to the b200 and gb200 dynamo recipes, next to grove and dynamo-platform. The h100 dynamo overlay declines that same pairing as unqualified. Details are inline on runtimeinventory.go.
Merging would close #2962 before its evidence is recorded. The PR says "Fixes: #2962", but the issue's completion criteria include results that aren't in the PR yet:
- managed-GKE evidence for the distinct workload/platform combinations
- API-server cost
- a measured rollback
- a measured uninstall of the component
Either add them or change it to "Part of #2962".
The Ready-check reason in upgrades.yaml is wrong. Details are inline.
The GKE grant added k8s-aibom to b200-gke-cos-inference-dynamo and gb200-gke-cos-inference-dynamo, assembling it alongside grove and dynamo-platform -- the exact combination h100-gke-cos-inference-dynamo declines as unqualified. Only h100 was protected, because only h100 inherits the component from a base and therefore had a ref to override. The decline is a property of the pairing, not the accelerator, so both overlays now carry the same install: false ref. The test gap is the more important half: the existing decline test used h100 only, passed, and gave false confidence. Replace it with a sweep over accelerators that resolves each GKE dynamo recipe without the opt-in, keeps the ones actually carrying grove and dynamo-platform, and asserts every one rejects the flag. New accelerators are picked up with no edit, and a floor guards against the sweep silently matching nothing. Verified it fails on b200 and gb200 with the declines reverted. Also correct the upgrade record's Ready-check reason, in both deployer arms: it named readiness.failOnInvalidConfig, which does not exist. The key is readiness.strictConfig, and AICR sets it true, so an invalid config does fail readiness on an AICR install -- the opposite of what the reason claimed. @yuanchen8911 all three addressed in 1. b200/gb200 dynamo grant — fixed. Reproduced exactly as you described, then added the 2.
Uninstall behaviour is covered (owner-ref cleanup verified live; CRDs outlive The ADR-019 amendment is the one item I am not treating as a gap. That is a convention call rather than an oversight — ADRs here record what was decided and when, and the maintainer confirmed for this PR that the superseding decision belongs in the PR description instead. Happy to revisit if you read that differently, since it is the one place where #2962's literal text and the repo's convention disagree. 3. Ready-check reason — fixed in both arms.

All three points are addressed.
- b200-gke-cos-inference-dynamo and gb200-gke-cos-inference-dynamo now decline k8s-aibom.
--runtime-inventory enabledis rejected on all three GKE dynamo recipes, the default b200 dynamo bundle carries no k8s-aibom, and non-dynamo GKE recipes (for example a100 training) still get the grant. TestEveryGKEDynamoRecipeRejectsTheOptIn covers h100, b200 and gb200. - The PR now says "Part of: #2962", so merging leaves the issue open for the remaining evidence.
- Both upgrade-record reasons now name readiness.strictConfig and describe AICR's value correctly.

Summary
Upgrades
k8s-aibomfrom v1.3.0 to v1.5.1 and makes the component a recipe-level opt-in across stock GKE recipes:aicr recipe --runtime-inventory enabledcan now add it to a GKE recipe that neither declares nor declines it, where previously it could only confirm an existing declaration.Motivation / Context
Part of: #2962
Related: #2271 (single stock recipe), #2234 (registry-only adoption), GoogleCloudPlatform/k8s-aibom#8
Deliberately
Part ofrather thanFixes. This delivers the mechanism and the first two "Done when" criteria, but #2962's third criterion asks for an ADR-019 amendment plus qualification evidence, and three pieces of that are genuinely not here:validateacross all 8 grantable leaves, but live-cluster evidence exists for one combination, not each. The ADR-019 amendment is a separate matter: it is not an oversight but a convention call, explained under "What this supersedes" below. Uninstall behaviour is covered (owner-ref cleanup verified live, and CRDs outlive
helm uninstallasownsCRDsimplies).Leaving #2962 open so the remaining evidence lands against it deliberately, rather than auto-closing the issue on merge.
The two halves are one change, not a convenience bundle. v1.5.1 fixes pod-to-workload attribution: it was selector-based, so in a namespace with overlapping selectors and a shared container name, one workload's image digest could land in another workload's BOM — including, adversarially, a digest planted by anything with pod-create in an opted-in namespace. Today that is contained: one stock recipe ships the component and namespace observation is opt-in. This PR is precisely what widens that blast radius, from 1 GKE recipe to 19. So the fix is a precondition for the expansion, not a coincidence of timing, and every qualification claim below is against v1.5.1 only.
What this supersedes, and why there is no ADR amendment
ADR-019 decided registry-only adoption scoped to a single stock recipe (
h100-gke-cos-inference). That decision stands as a point-in-time record and is deliberately not edited — ADRs here record what was decided and when; editing one hides that the thinking moved. This PR description is the record of the change. What changes:
criteria.service == gke. Not an allowlist, not overlay-chain inspection.h100-gke-cos-inferencestill ships the component by default; no other recipe gains it without an explicit flag.h100-gke-cos-inference-dynamokeeps its decline because k8s-aibom alongside grove and dynamo-platform is a combination nothing has qualified. Its comment previously said "Remove this ref when adoption widens past the single recipe" — that instruction was written against a premise that has now changed, and following it would have shipped an unqualified stack. The ref stays; the comment now says why it is permanent-until-qualified.Type of Change

applyRuntimeInventoryModegains one branch: when mode isenabled, the component is absent, and the service is GKE, it injects aComponentRefbuilt from the registry entry viaApplyRegistryDefaults— so chart, source and version come from the pin, never from literals.deploymentOrderneeded no new code: it is derived byTopologicalSortoverComponentRefs, andapplyBuildConfigalready recomputes it.The decline guard is untouched and still reads before any override is written, which matters because
setComponentOverridewrites the sameinstallkey an overlay uses to decline — writing first would clobber the overlay's decision and a post-write check would only read back what it just wrote.Artifact identity, verified from two directions. The chart's rendered image equals
crane digestof tagv1.5.1, and both the image digest (sha256:7b027315…) and chart digest (sha256:a417e059…) match what upstream states on k8s-aibom#8. SLSA provenance and SBOM verified bound to that digest with the identity anchored to^https://github.com/GoogleCloudPlatform/k8s-aibom/— an unconstrainedcosign verifyproves nothing. We are jumping two minors, not one. Upstream's "the delta is exactly the two fixes" describes v1.5.0 → v1.5.1. From v1.3.0 we also inherit v1.4.0 and v1.5.0, including an entire Sigstore/Rekor model-signature verification subsystem.
The
verificationblock is deliberately left unset. Absent or disabled reproduces pre-v1.5.0 behaviour exactly, which is what ADR-019's secure-inactive-by-default rule asks for. This is recorded as a decision invalues.yaml, not an omission. Worth a follow-up: upstream notes a self-hosted Sigstore trust root is an implicit signer-identity constraint, sotrustRootMode=tufMirroragainst AICR's own TUF repo would yield meaningfulverifiedresults with zero identity configuration. That needs its own qualification.Upgrade record
k8s-aibomisownsCRDs: trueand had no ADR-021 record. One is added, verdictmanual. The CRD delta is additive-only (188 lines added, 0 removed — an optionalverificationfield) with served/storage versions identical across both charts, which is why it is notblocked. It is not
safe, and the reason is structural rather than evidentiary:safemust not carry steps (pkg/upgrade/wellformed.go:132), and this transition has real ones. No amount of live evidence could have moved it, which means the record's first draft — which framed the verdict as pending the UAT lanes — was giving the wrong reason. That is corrected. The live run then corrected the record's substance, not just its framing. Executing the boundary on GKE turned up three things the record had wrong:
1/1Ready on v1.5.1config.verificationsetfailed, Deployment already advancedconfig.verificationsetapply-new-crdswas unconditional for helmfile. It is needed only when the upgrade setsconfig.verification; a default-values bump upgrades cleanly on every deployer. Now conditional.verify-crd-updateassertedstoredVersions == v1beta1— which readsv1beta1in both the clean and the stranded case, so it could never distinguish them. It now checks for thespec.verificationfield the v1.5.1 schema adds.docs/user/component-catalog.mdcarried the same mistake and is corrected. The helmfile/default arm asymmetry is still real: AICR's bundles cover helm (generated
apply-crds.sh), flux (spec.upgrade.crds: CreateReplace) and Argo CD (crds/ as ordinary manifests); only helmfile has no such path.Known gap, disclosed rather than papered over. The record's
fromdomain is>=1.3.0 <1.5.1. AICR's first k8s-aibom pin was 1.2.0, and a cluster still on it resolves tounknownrather than guidance. Widening to<1.5.1would be wrong — it would apply these helmfile CRD steps to the 1.2.0 → 1.3.0 boundary, which crossed the v1alpha1 → v1beta1 storage flip, a data-migration mechanism these steps do not describe. Closing it properly needs a second transition with its own steps.pkg/upgrade/wellformed.godocuments that coverage starts at the lowestfromfloor by design, so the checker is satisfied; this is a deliberate scope call, not an oversight.Three upstream issues came out of this run, each offering a PR, all accepted and milestoned to v1.6.0 by the maintainer: k8s-aibom#104 (verification silently disabled when the served CRD schema predates the controller, with every health signal green), #105 (the half-applied upgrade above), #106 (no signal distinguishes "opted in, nothing matched" from broken).
A comment whose premise inverted
recipes/checks/k8s-aibom/health-check.yamlasserts the controller config ataibom.k8saibom.dev/v1alpha1, justified by a comment saying 1.3.0 "renders the controller config CR itself at v1alpha1" and instructing "Do not 'fix' the two to match." Chart 1.5.1 renders it at v1beta1. Both versions remain served with storage on v1beta1 in both charts, so the assertion still resolves — but through version serving rather than by matching the rendered object. The comment is corrected and the assertion deliberately stays atv1alpha1: rather than change a deployment-validation assertion on reasoning alone, the shipped check was run against a live GKE cluster on 1.5.1, where it passes 4/4. Keeping it atv1alpha1also means the check keeps exercising that v1alpha1 is still served, which is what would actually break operators on a future removal.Testing
make qualify go test ./pkg/recipe/... -race -count=1 golangci-lint run -c .golangci.yaml ./pkg/recipe/...make qualifypasses clean (test-coverage 85.0% ≥ 83% floor, lint 0 issues under the pinned golangci-lint, e2e, scan, license-check, api-diff, openapi-diff).pkg/recipecoverage: 90.7% → 90.6% (-0.1%), within the per-package threshold.Render/validate coverage. All 8 grantable GKE leaf recipes × 4 deployers = 32/32 bundles, each carrying only the qualified digest and no other k8s-aibom digest; all 8 pass
aicr validate --no-cluster.h100-gke-cos-inference-dynamocorrectly rejects the opt-in. (19 GKE overlay files resolve to 9 leaves plus 10 bases; 8 grantable + 1 declining accounts for all 9.)Unit coverage pins the boundaries that matter: no grant off GKE, no grant on
disabled, no grant with nil criteria, the dynamo decline outranking the flag, stock resolution unchanged without the flag, and — added after review — that a granted ref carries the same hydrated health check as a declaring one, byte-for-byte. That last test was mutation-checked: it fails (0 vs 9139 bytes) against the per-ref defaulting form and passes only with the package-level hydration. Each negative test asserts the component was not added, not merely that an error came back — a regression that grants and then errors separately would pass the weaker check.A pre-open self-review (five-persona) caught a blocker before push. The grant defaulted the ref with the per-ref
ApplyRegistryDefaults, which does not hydratehealthCheck.assertFile— so a grantedk8s-aibomshipped with no deployment-validation asserts, and the deployment validator skips a component with no asserts rather than failing it. Net effect: the controller being down would have passed validation silently. Fixed by routing through the package-levelapplyRegistryDefaults(provider, …), which also fixed a second finding in the same line — the grant read the embedded singleton registry instead of the boundDataProvider, so a--dataregistry override ofk8s-aibomwas silently discarded (verified: an external pin of9.9.9/example.invalidnow flows through). Both are covered by the new test and reproduced by hand.Live GKE evidence (

BOM is CycloneDX 1.6, sha2564fb4c9c8….values.yamlnow says exactly that rather than implying a re-measurement.One methodology note in the interest of not overclaiming: busybox/alpine are not detected inference runtimes, so the attribution test required patching
discovery.inferenceRuntimeImagePatternswith custom patterns rather than pulling multi-GB vLLM images. The attribution logic under test is the same; the discovery trigger was substituted.Risk Assessment
Widens a component's reach from 1 recipe to 19 and moves a pinned artifact two minor versions. No default changes: absent the flag, every recipe resolves byte-identically to before. The expansion is opt-in and an explicit decline still wins. The version move is the larger half of the risk, which is what the upgrade record and the live lanes address.
Rollout notes: Operators on v1.2.0 get
unknownfrom the upgrade record — see the disclosed gap above. Theverificationsubsystem arrives but stays off, reproducing pre-v1.5.0 behaviour exactly.Checklist
