Summary

In the TailwindUtilityName lex context, @xl lexed as a standalone @ token, so parse_variant_at_rule errored and recovery produced an @xl at-rule node that then tripped noUnknownAtRules.

These changes consume an @-prefixed run as a single identifier in that context. This same pattern was used in PR #10757, which did this for digit-led names like 2xl.

Behavior guarded so a bare @ still errors as before.

Closes #11311. Bug investigation and fix implementation assisted using Claude Code Fable 5.

Test Plan

• new spec variant-container-query.css (@xl, @max-xl, nested @2xl) parses with zero bogus nodes; all 466 parser specs pass
• fmt clean end-to-end
• lint clean, no parse error, and the formatter round-trips @variant @xl untouched with an idempotent check.
• Clippy flagged 3 errors, but all are in biome_service files from the just-merged salsa refactor (refactor: store projects in salsa db #11330); pre-existing on main, untouched by this change.
