[Bug]: Custom field required in one Fieldset gets required in all fieldsets (even these which do not use this custom field)

What happened?

I have observed this error when importing assets.

Few of my custom fields are marked as mandatory (required) in specific Fieldsets. In other fieldsets there custom fields are not required or not included at all.
But when I try to import assets from CSV file, the system requires me to provide those asset's values, even when importing assets which Fieldsets do not include such custom fields at all.

I was able to reproduce that BUG in DEMO env as well.
