Add Arrow support for new mssql-python driver in read_database #30195

Hi,

there is a new driver developed by Microsoft mssql-python
that supports fetching from the cursor in Apache Arrow format.
Recent SQLAlchemy 2.1 release added support for the mssql-python driver (mssql+mssqlpython:// url).

polars.read_database already has support for SQLAlchemy drivers that support this kind of optimization,
it sniffs the driver name from the sqlalchemy.Engine object and uses the optimized Arrow methods if available,
for example for the oracle+oracledb:// driver.

It seems very natural to extend this support to the new mssql+mssqlpython:// driver.
