Fixes #18677.

Summary

  • preserve namespace prefixes on CSS TypeSelector AST nodes
  • accept wildcard local names in svg|* and *|*
  • retain namespaces when printing modern ASTs
  • keep namespaced universal selectors intact while adding scoped CSS selectors
  • add compile and print regressions covering all four namespace forms

Tests

  • FILTER=css-namespaced-type-selector pnpm test print
  • FILTER=namespaced-type-selector pnpm test css
  • pnpm check
  • pnpm generate:types
  • pnpm --filter svelte build
  • ESLint and Prettier checks on changed files
  • pnpm test — 7,612 tests passed; runtime-browser could not launch because Chromium was unavailable in the sandbox
