I finally managed to finish the timeline I've been working on for quite a while now.
I know not everything is correct (the writers messed up a few times) and there are still some gaps, but as a first draft it should work. (Italic = (pure) speculation)
If there is something missing or wrong, please tell me and I will correct/add it.

Apparently the writing staff of NCIS are making things easy on themselves and giving the characters of NCIS the same birthdays as the actors that play them. Or at least close.
From this weeks ep, Blowback (4.14) we learned that:
Gibbs is a Virgo (August 23 to September 22) Mark's real birthday is September 2.
Ziva is a Scorpio (October 23 to November 21) Cote's real birthday is November 12.
Tony is a Cancer (and Ziva didn't make a joke about that?) (June 22 to July 22) Michael's real birthday is July 8, which is also the date that Abby used on his fake ID when he goes undercover in ep 1.21 (Split Decision)
We learned in Ravenous (3.17) that is was Abby's birthday. The ep originally aired on March 7. Pauley's real birthday is March 27.
If they follow the trend then the other characters are:
McGee: near November 12
Ducky: near September 19
Kate: near May 17
