よく知らなかったのですが検索してみたら、「ポイ捨ては重大な法律違反」で、過去には逮捕された人たちもいるようです。
I didn't know much about this until I Googled it, littering is a serious offense in Japan, and people have even been arrested for it.
下記はたばこを例に挙げられていますが、たばこ以外でも逮捕された例があるようです。

立証には防犯カメラなどでの証拠が必要になるのかな？と思いますので、ポイ捨てが多いエリアの土地の所有者へ伝える、または、地方自治体の清掃や環境に関する部署に連絡をしたりすると良いのかな？と思います。

地方自治体への連絡が簡単にできる仕組みがあると良いですね。匿名でもできるのかな？
I think it would be great if there were a system that made it easy for us to report issues to local governments; furthermore, it would be ideal if we could report anonymously.
ポイ捨てする人が特定できて、注意されたり罰金を払ったら、その人はポイ捨てをしなくなる可能性が高いと思うので、根本原因を取り除けたら良いなと思います。
I think If people who litter are identified, the police will issue a warning or a fine. As a result, I hope they won't litter anymore and make it possible to eliminate the root cause.
もしも知り合いでポイ捨てをする人がいたら、「あなたは逮捕される可能性がある行為を平気でしていますよ」と教えてあげてください。

全く知らない人に声をかけるのは危ない場合もありますので、知らんぷりをする方が良いように思いますが、誰かの知り合いの知り合いの知り合いから聞いて、ポイ捨てをやめる人が増えることを祈っています。
If you see a stranger littering, you should perhaps ignore the behavior for your own safety. However, I hope that word eventually spreads through friends and acquaintances, ultimately, I hope every litterer realizes their behavior is a punishable offense and stops.
ゴミ拾いのボランティアなどを自発的にされる優しい人たちが、貴重な時間を奪われたり、嫌な思いをしたりすることがなくなる世の中になることを祈っています。
I hope that kind, sincere people don't have to waste their valuable time or feel burdened when volunteering to pick up litter in their town. I hate it when "takers" exploit "givers". I believe litterers should be the ones picking up their own trash.
