Here is the answer I received this morning from the EU. Note that they pointed to the Summit and said "Look here! Something big and shiny! See, we really like the Gypsies and we say so. Listen to our WORDS. Don't pay any attention to our ACTIONS."
Take a moment to view the videos. While the president is speaking, many Roma are holding up t-shirts with fingerprints on them.
I intend on sending a reply to the empl-antidiscrimination@ec.europa.eu addy later today.

We kindly inform you that EUROPE DIRECT will transmit your views to the relevant services of the European Commission so that these services are fully informed about your concerns. While EUROPE DIRECT has no further information on any negotiations with the Italian authorities, we would like to clarify that, regarding the situation of its Roma populations, the European Union (EU) follows a very strict non-discrimination and anti-exclusion policy. Last week, the first EU summit on problems faced by the Roma minority (16 September 2008) took place in Brussels. In the opening speech, the European Commission President, José Manuel Barroso, very clearly stated that “The Commission strongly rejects any stigmatization of Roma. In the European Union every man, woman and child has the right to live a life free from discrimination and persecution. This is an issue of European and universal values, as well as an issue of fairness, social solidarity and democracy”. While pointing out that the main tools for inclusion of Roma populations are in the hands of EU countries, President Barroso also indicated that the EU can and does complement national, regional and local action by funding projects specifically geared to Roma, by coordinating EU member countries’ Roma policies and by ensuring that laws on racial equality are enforced.
