(a)
The International Property Maintenance Code, 2018 edition, including appendix chapter A, as published by the International Code Council, is hereby adopted as if fully set out in this section, with the additions, insertions, deletions and changes prescribed in Section 6.102, as the property maintenance code of the city and pursuant to chapters 214 and 54, of the Texas Local Government Code to provide the minimum standards for all structures within the corporate limits of the city, a copy of which is on file with the office of the city secretary.
(b)
If a section of the International Property Maintenance Code conflicts with any other requirement of an adopted code or other city ordinance, the most restrictive section shall control.
(c)
Any person, firm, corporation, or organization violating the terms of the property maintenance code shall be guilty of a misdemeanor and punished by a fine up to $2,000.00. Each day that any violations of, or failure to comply with, this article is committed or permitted to continue shall constitute a separate and distinct offense under this section. This penalty shall be in addition to all other remedies available at law or equity.
(d)
The property maintenance code hereby establishes the city’s processes and standards for substandard building abatement, tall weed and grass abatement, and abatement of any other violation of this code which constitutes a danger to health, safety, and sanitation of the public.
(e)
The board of appeals referenced by the International Property Maintenance Code shall be the city council.
