(a) 
There is hereby created the office of city tax assessor-collector of the city.
(b) 
It shall be the duty of said tax assessor-collector to accept and record renditions of taxable property situated within the city, to collect taxes, including penalties and interest on delinquent taxes, and to do and perform all other duties required of such officer by city ordinance, the Constitution and the laws of the state.
(c) 
The duties of city tax assessor-collector are hereby declared to devolve upon and vest in the office of city secretary.

No individual shall be hired by the city unless the city council has authorized the position within a department, office, or agency of the city; the position has been specifically budgeted for in the current fiscal year budget; and the city council has approved the compensation for the specific position to be filled and with a job description if one has not already been approved.
