Effective October 1, 2003, the following listed rates, rules, regulations and procedures shall be applied and observed for the furnishing of inside and outside city limits utility services that are owned by or furnished by the city.

The garbage rates for the city are as follows:
(1) 
Garbage rate: $10.10.
(2) 
Garbage tax: $0.83 = Total $10.93.

(a) 
A trash receptacle may only be placed and/or left in the right-of-way for garbage service between the hours of 6:00 p.m., the day before pick-up is scheduled and 6:00 p.m. the day of trash pick-up.
(b) 
An offense under this subsection shall be a misdemeanor punishable by a fine not less than two hundred fifty dollars ($250.00) or more than five hundred dollars ($500.00),
